４より施行されているにも関わらず、フィルタリングの利用率は41.7％、メール受信拒否の設定率は21.3％と低かった。７割の生徒は有害情報に危機意識を持っているが、フィルタリングの不便さを理由に利用しないものが多く、「ケータイ高１プロブレム」状況が予想される。フィルタリングの設定には、販売時の丁寧な説明と保護者の役割が大きいことも明らかになり、関係者による緊急な諸取り組みが求められるため、本調査に基づき県民への緊急アピールを発表した。","subitem_description_type":"Abstract"}]},"item_5_description_7":{"attribute_name":"引用","attribute_value_mlt":[{"subitem_description":"弘前大学教育学部紀要.
