メグッテ"}]},"item_5_biblio_info_8":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2015-03-27","bibliographicIssueDateType":"Issued"},"bibliographicIssueNumber":"113","bibliographicPageEnd":"92","bibliographicPageStart":"83","bibliographic_titles":[{"bibliographic_title":"弘前大学教育学部紀要"}]}]},"item_5_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"本稿は、2011年７月に改正された障害者基本法において、「発達障害」が「障害者」の定義をめぐる議論において、どのように取り扱われたかを検討した。今回の改正は、2009年12月から開始された「障がい者制度改革」の一環として取り組まれたものであった。「制度の谷間」を生まない「障害者」の定義のあり方は、「制度改革」の主要な論点の一つでもあり、その前提ともいうべきものであった。しかしながら、改正案における「障害者」の定義は、\n従来の３障害に「その他の心身の機能の障害」を追加したものに過ぎなかった。さらに、当初「その他」に含むとされていた発達障害は、「『精神障害』に含む」とする変更がなされたが、このようないともたやすい変更は、「発達障害」のおかれた「位置づけ」の弱さを物語るものであった。2012年７月、「制度改革」は一応の終結をみたが、\n「Nothing about us without us
