 note = {農山漁村をはじめとした条件不利地域においては、高齢化や少子化、人口減少などの人口問題が都
市部に比べて著しく、地域課題は今後さらに多様化することが想定される。
これに対して、条件不利地域の課題解決を目指す戦略としては、「内発的発展論」とその発展形た
る「地域ガバナンス論」が知られている。これら議論の妥当性を検討するには地域課題の把握が必要
であることから、本論文では、中泊町の住民を対象としたアンケート調査を実施し、可視化を試みた。
その主な含意として、（1）地域課題の原因は「人口減少」と「高齢化」に分けられ、それぞれが分
野横断的に絡み合うことで複雑化している、（2）高齢化に由来する地域課題は人口減少に由来するそ
れよりも生命を脅かす可能性が高いことが確認された。
こうした複雑化・深刻化する地域課題に対し、家族や近隣住民での対応には限界がある。内発的発
展論はこれらの課題解決に適さず、地域ガバナンス論で活躍が期待されている住民組織も課題解決の
実績がある分野は限定されている。したがって、地域自治組織を核に、民間企業や大学などが関与で
きるプラットフォームを形成し、あわせてその実効性を担保する仕組みづくりが重要だと言えよう。
今後はプラットフォームの組成を促し、それが期待どおりの機能を果たすためのマネジメント手法を検討する必要がある。
The disadvantaged areas in Japan such as the rural districts tend to have the severe depopulation
problem compared to the urban areas. For this problem, two theories have been put forward as the
elemental strategy : “the endogenous development theory” which was proposed in 1970s and “the
regional governance theory” which was advocated for the refinement of the former. This paper
tests the validity of these theories through on site investigation in Nakadomari Town, Aomori
Prefecture to visualize the problems in the disadvantaged areas.
I found two implications of my quantitative research : （1） There are two main causes of regional
problems : “depopulation” and “aging”. （2） Aging has a higher risk than depopulation that may make the life of inhabitants of disadvantaged area more difficult.
To resolve the problem, the mutual supports between families and neighbors are not effective
enough to encounter depopulation and aging which are the main causes of the problems of
disadvantaged areas. For the same reason, the approaches based on the endogenous development
theory will not work effectively since it has no measures of moderation of the most crucial causes.
In contrast, the approaches based on the regional governance theory is expected to solve the
problems through the autonomous and continuous activities of the organization of the inhabitants.
In conclusion, the most critical point to solve various problems of the disadvantaged areas is
to establish a capable and functioning platform comprised of community-based organizations,
